iPhone 4 activation error at&t andsolution tips how tor solve

I'm having a strange problem with a iPhone 4 which was locked on at&t usa but it's been factory unlocked. I cannot activate the phone! i have 2 at&t sim cards and with both i get the same message on the phone and on iTunes: " Activation request could not be completed. If the problem persists, please contact customer care. " Does anyone had this problem and he managed to fix it and activate the damn phone? Help me, please! Any idea would be much appreciated

SIM Lock: Unlocked


Dear see if ur iphone is factory unlock and u do all step like update with latest version ,ur i-tune also is latest version etc
Then No bOdy CAN REMOVE THIS LIKE
IF U WANT TO SOLVE THIS ISSUE JUST CONTACT WITH NEAREST APPLE CARE OFFICE
ONLY APPLE CARE OFFICE CAN SOLVE UR PROBLEM

Customer said he used gevey sim before, can this be the cause why it cannot read other sim? now the iphone4 is running ios7.1.2 baseband 4.12.09, i have check on 2 sites both saying unlocked and one site saying locked.

i checked it on Check IMEI iPhone
it's weird, so far the only problems i had with iphones were with the ones from usa networks.
